I am new to web designing and it made me more confused when I stumble into this content-management-system thing. I’m planning to update a site that is not designed using JOOMLA and was wondering if I can use Joomla to update it.

No. Once you get far more experienced with web development (not web design) then you can start messing around with Joomla. I say web development because you would need to know about databases and php to implement and use Joomla. I say stick with the basics for now, or just plow ahead and learn Joomla
No, Joomla! is a content management system (CMS), rather than an HTML editor. (There are several HTML editors available as extensions for Joomla!, but (when installed in Joomla!), they work on the articles in Joomla!, not other web sites.)
Briefly a CMS typically helps hide the details of HTML and focuses on “management”–creating a standardized layout using templates, controlling user access, managing menus, providing a framework for extensions, etc. A CMS application is used by the web site visitor as well as the web site author.
Editors, such as Dreamweaver, iWeb, Expression Web, etc. are used by the web site author rather than the web site visitor.
